Coordinated and implemented Governor Richardson’s Performance Review entitled, “Moving New Mexico Forward,” which was a comprehensive strategic plan to improve state agency operations, service quality and delivery, cost effectively.Major Contributions:• Assisted, in association with the Governor’s IT Commission, implementing business practices to improve government IT operations efficiency and procurement practices. One result achieved was the consolidation of agency email systems into one statewide system. Total savings of this plus other initiatives totaled $19.3M• Focused on operating efficiency objective to save the State of New Mexico an excess of $379 million by the execution of a 5-year, 25 agency plan. Efforts included creating detailed action plans in addition to developing an auditable saving capture strategy.• Coordinated on the first-ever effort to consolidate state agency procurement processes. Achieved a documented first-year savings objective of $25M.

Major Accomplishments:• In conjunction with the Cabinet Secretary and the Department’s General Counsel, negotiated a contract agreement, with the ACLU, leading the ACLU to refrain from filing a lawsuit against the State of New Mexico, preventing years of litigation and millions of dollars spent in legal fees and related expenses.• Carried out required steps to cease operations for a 125-bed confinement facility with a long history of unsatisfactory performance.• Instrumental in the successful introduction of milieu programming, at a facility with a long history of staff mistreatment of clients. • Built positive relationships with several Juvenile Justice Entities, including the New Mexico Sentencing Commission and Juvenile Parole Board by participating in meetings, listening attentively, implementing appropriate recommendation and providing feedback.Operational Enhancements:• Established improving client and staff safety initiatives as a primary goal; increased personal client and family contact at the Director level; restructured staff to improve communication, reduce paperwork and solve problems, quickly and effectively.• Re-directed client programming approaches and incorporated a new educational protocol. (PBS)• Ensured the effective first-time implementation and operation of statewide Juvenile Detention Alternative Initiatives to implement programs designed to reduce incarceration by keeping kids under programmed supervision, in their community.• Spurred and actively supported the introduction of Restorative Justice efforts in New Mexico
