The report gives a comparative assessment of the approach taken, the level of responsibility and amount of budgetary control in each city region.A Business Challenge and Manifesto for the West of England Mayor: produced though qualitative research, based around interviews with a variety of business leaders and key stakeholders in the West of England region. These interviews were analysed thematically and transformed into a detailed policy challenge for the incoming Metro Mayor (the Business Challenge). This Business Challenge was then distilled into a 10 point Business Manifesto, aimed at a wider audience and used to highlight the business agenda for devolution in the region.
