The Ministry of Finance, Labor and Transfers (MFLT) of the Republic of Kosovo has received a Credit from the International Development Association (IDA) in the amount of EUR 47 million to finance the Kosovo Social Assistance System Reform Project. The objective of the project is to improve the equity and adaptability of Kosovo's social safety net. The equity improvement will include selecting SAS beneficiaries based on poverty status (rather than categories), providing more adequate benefits, including an increase in the per capita benefit received by larger households, and ensuring that work able beneficiaries benefit from activation measures. Improving adaptability refers to enhancing the capacity of Kosovo's social safety net to respond to changes in Kosovo's poverty levels as well as to shocks, including those that are climate-induced, to minimize negative impacts on the poverty level of households. These objectives will be achieved by supporting the Government to (a) reform the design of the SAS, (b) make investments in the delivery systems of the SAS, and (c) increase the value of the SAS benefit to mitigate the economic effects of the COVID-19 pandemic. Together, these investments are anticipated to lead to a social safety net that is more accessible to the poorest households, provides more meaningful benefits, and can be contracted or expanded in response to changes in poverty levels or shocks.mf.rks-gov.net/page.aspx?id=2,2,1141

The programme plays a crucial role in the initiative "Shaping Development-oriented Migration" and is an integral part of the core topic "Peace and Social Cohesion" within Field of Action 3: "Flight and Migration" of the BMZ. Its primary objective is to enhance partner structures to effectively implement gender-responsive measures aligned with the goals outlined in the Global Compact for Migration (GCM).Furthermore, the programme operationalizes the adopted approach of feminist development policy in the field of migration. Similar to the predecessor Programme "Migration & Diaspora," this programme aligns with the BMZ's comprehensive 360-degree migration approach and the federal government's skilled labor strategy.In order to accomplish the objectives outlined, the programme focuses on the following strategies:• Aligning with partner countries' priorities and capacities: The programme aims to support partner countries in enhancing their ability to handle regular labor migration and regional migration effectively. • Promoting diaspora engagement for Sustainable Development Goals (SDGs): The programme aims to encourage diaspora communities' involvement and leverage their potential to contribute to the achievement of the SDG`s.• Supporting the development and implementation of measures to empower migrants in precarious situations: The programme aims to engage stakeholders and collaborate with them to create and execute initiatives that empower migrants facing vulnerable circumstances.• Strengthening global partnerships and cooperation with multilateral and international organizations: The programme emphasizes the importance of forging robust global partnerships and collaborations with relevant multilateral and international organizations.By implementing these strategies, the programme contributes to the overarching goals of promoting development-oriented migration, gender equality, and social cohesion in line with the principles of feminist development policy.

The programme works on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and is implemented by the Centre for International Migration and Development (CIM), a joint operation of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and the International Placement Services (ZAV) of the German Federal Employment Agency. The Global Compact for Safe, Orderly and Regular Migration and the 2030 Agenda provide the framework for activities along with the planned Skilled Workers Immigration Act (Fachkräfteeinwanderungsgesetz) and the German national action plan on integration.

Hinzukommt auch die Beratung und Betreuung der Rückkehrer und deren soziale und wirtschaftliche Reintegration (DIMAK).The global "Program for Migration and Development" (PME) was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the CIM, GIZ and ZAV.The overall objective of PME is to strengthen the development-relevant contributions of migrants in their countries of origin and to improve the conditions for legal migration in selected partner countries. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH set up the German Information Point for Migration, Vocational Training and Career (DIMAK) in 2015 in an effort to reduce illegal migration. On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), DIMAK provides advisory services to young people in Kosovo’s capital, Pristina, on training opportunities, study courses and employment both in Germany and in Kosovo. Many of the young people who come to DIMAK wish to stay in Kosovo, in the hope of new opportunities emerging there. For these people, DIMAK works closely with Kosovo’s Ministry of Labor and Social Affairs, for example, to provide training in job application. In this way it makes a direct contribution to keeping young people in the country.
