The Labor Exchange Administrator, program manager organizes, assigns and manages the Labor Exchange activity in a Workforce Investment Area to meet goals and standards established by the agency and the Workforce Investment Board by performing the following:• Preparing strategic plans, operational budget, Memoranda of Understanding (MOU), and statistical and narrative reports to outline program objectives and resources for achieving them;• Participating as a partner in the Workforce Investment Act (WIA) One-Stop system by operating a One-Stop center or by managing the Labor Exchange functions in a One-Stop center. • Conducting personnel activities involving local area staff, including (but not limited to) interviewing and hiring potential staff, and supervising, evaluating, counseling and providing discipline, when necessary, to ensure an adequate level of customer service • Developing and administering contractual relationships and agreements with local WIA partners to deliver Labor Exchange services to specific customer populations;Managing the resources involved regarding the delivery of the One-Stop system. •Coordination of One-Stop Activities and Public Relations Represents, coordinates and markets Labor Exchange and other WIA One-Stop services to WIA partners and customers through community, interagency, business, and governmental associations by performing the following:• Coordinating Labor Exchange activities with other agencies and organizations such as Social Services, Rehabilitation Services, economic development, public schools, community colleges, community and faith-based organizations, veterans’ service organizations, local Workforce Investment Boards.
