Also responsible for statewide ITstrategy, policy and standards development working with state agency directors and their CIOs.Responsible for oversight of all large IT initiatives in state agencies, usually serving as coexecutivesponsor. Served as Governor’s principal spokesperson for technology issues and asliaison to the technology industry in Washington. Co-chair of the State Information ServicesBoard. Accomplishments include:• Managing the building of a new state data center and office complex, a $300,000,000project that includes a 60,000 SF facility that will enable the consolidation of 42 datacenters and machine rooms currently housing agency computing capability.• Managing a state-wide 3-tier private network that includes the K-20 Network, whichprovides internet services to all Washington education institutions, the Inter-GovernmentalNetwork (IGN), which provides private network services for all city and countygovernments in Washington, and the State Government Network (SGN), which is thesecure enterprise network for all Washington State agencies.• Worked with agency CIOs to develop a shared services framework and then define sharedservices for servers, email, and desktop support. Through this process, persuaded agenciesmove from 40 separate email systems to one statewide email system based on MicrosoftExchange 2010. Serving as Executive Sponsor and exercising oversight on $200,000,000 MedicaidManagement Information System (MMIS) implementation.

    The seniorIT executive for the nation’s second largest public K-12 school system, which is comprised ofover 800 schools, 650,000 K-12 and 100,000 adult school students, and over 100,000employees. Directly responsible for 700 staff and an annual IT operating budget ofapproximately $100,000,000 and a capital budget of approximately $350,000,000.Accomplishments include:• Leading the recovery from a troubled SAP HR/Payroll implementation. Drove systemerror rates from over 20% in each payroll to less than 0.25% by establishing rigorousstandards for requirements, coding, and testing, and by investing in a focused training andmentoring process to build the IT organization’s internal competencies.• Guiding three large enterprise applications projects from acquisition throughimplementation; a new integrated student information system (budget: $90,000,000), acafeteria management system (budget: $47,000,000), and a library management system(budget: $15,000,000).• Managing $350,000,000 in school LAN and District WAN projects using bond and e-Ratefunds. LAUSD is the recipient of one of the largest amounts of e-Rate funding in thenation.• Developing, along with the Chief Operating Officer, a comprehensive shared servicesstrategy that aligns organizational structures to end-to-end business processes todramatically reduce costs and improve employee service and satisfaction.• Developing a PC and end device management policy and implementation plan to accountfor and control over 300,000 PC’s and printers in LAUSD. Acquired and implementedenterprise PC management tool, BigFix, to administer PC’s remotely and, as side benefit,reduce PC energy consumption by $3,000,000 per year.• Established IT governance committee to establish strategic investment decisions andbusiness unit ownership of the business process components of IT application projects.• Implemented a teacher-centered reporting system for student performance.
