I serve as TRA's owner's representative for the $250 million Solids Management Improvements Program at the Authority's 162 mgd Central Regional Wastewater Plant, responsible for all aspects of the project including design and construction contract administration. The project includes major overhaul of the facility's entire solids management system and includes the implementation of a Thermal Hydrolysis treatment process to produce a Class A biosolids product. Phases 1 and 2 were procured using a design-bid-build method and have a combined contract value of $40 million. Phase 3 of the improvements will be implemented using a Construction Manager At Risk procurement method and a Competitive Sealed Proposal procurement method. Phase 3 has an estimated contract value of $213 million.
