     Oversee the Maryland Hospital Performance Evaluation System by establishing the infrastructure to collect quality measures data for public reporting, performance improvement and to support Maryland’s Hospital Quality-Based Reimbursement initiative. Enhancements include implementation of the Maryland Quality Measures Data Center (QMDC), a secure, web-based tool for hospitals to transmit patient-level quality measures data to the Commission; expanded process of care and patient satisfaction data collection; expanded healthcare associated infections (HAI) data collection and reporting through CDC's NHSN system; and new cardiac registry data collection.

    • 2002 - 2007

     Developed successful proposal for the establishment of a reform office to address financial crisis ($100 million) in the District’s management of the Medicaid program; defined mission, objectives, staffing requirements and negotiated funding for $1.5 million budget. Served as Acting Director during start up period.  Oversaw implementation of new web-based documentation and billing system for child welfare agency to support $32 million in federal reimbursement. Provided oversight and monitoring of the Public School System’s Medicaid revenue recovery activities for school health services estimated to be approximately $22 million. Led effort to procure a contract for Medicaid cost recovery services to meet financial targets. Served as technical advisor on Medicaid operational reform activities and prepared briefing documents, testimony, and talking points for the Mayor, City Administrator, CFO and other executive management.

     Oversaw the budget development process for the Human Support Services and Public Education Divisions totaling over $3.3 billion of the District’s operating budget. Supported the District’s effort to transition to Performance Based Budgeting. Performed short and long term planning to ensure that timelines, policies and procedures were in place to establish accountability standards for agencies and staff. Developed decision frameworks and presentations for executive leadership on key budget issues. Represented OBP on inter-agency workgroups established to address specific health and education issues (e.g., Medicaid, Public Hospital Transition Team, Grants Management, HIPAA). Developed and maintained strong working relationships with agency directors and external stakeholders to facilitate effective communication on high priority areas.

Developed policies, procedures and regulations related to patient level data collection activities. Developed quality control mechanisms to maintain data integrity and ensure protection of patient/physician confidentiality, oversaw contractor performance Developed and managed special grants programs addressing (1) health care manpower shortages, and (2) preventive health care needs of medically under-served and special populations ($30 million). Facilitated technical seminars for potential grant applicants; interfaced with physicians and other health care providers; reviewed proposals and budget requests, monitored hospital projects.
