Directly responsible for Fleet Personnel Readiness and Allocation of personnel resources as Fleet Personnel Officer and Manning Control Authority, Fleet (MCAF). This involves distribution of over 284,000 personnel/human resources assets across 85% of the Navy to ensure the right person with the right skills set with the right seniority is placed in the right job. With current significant degrades in Fleet Personnel Readiness, I led a broad range of Continuous Process Improvements (CPI) processes / techniques (i.e., Lean Six Sigma, benchmarking, process flow charting, and metric, statistical, evaluative and analytical analysis) in order to address complex management processes and systems, problematic shortfall areas, current initiatives. Also performed additional duties as Global Force Manager and Deputy for Navy Individual Augmentation (Sourcing) with responsibilities for reviewing, validating and sourcing Naval personnel support positions across the globe and validating forward deployed combat positions to support National interests. As such, I served as lead project manager for process initiatives and developed solutions to critical issues relating to Individual Augmentation requirements validation and sourcing and presented constructive alternatives to senior executives within USN and OSD for review and approval. This demonstrated my ability to develop innovative and feasible solutions to several complex issues across all DOD services, and the ability to integrate and coordinate multiple and related missions and functions across GWOT (Global War on Terrorism). I developed, briefed, justified and implemented supporting policy recommendations with regard to Individual Augmentation Sourcing, GWOT personnel support, and Request For Forces (RFF). I analyzed and evaluated the effectiveness of personnel, administrative and management program operations in meeting established goals and completing all objectives.
