As Administrator of Development Review for all commercial, industrial and residential development for theCity of Westminster, I managed a team whose members were comprised from the Geographic InformationTechnology Division and the Development Review Division. Working in liaison with the City Inspectors andthe City Engineer, my primary responsibilities were to insure thorough review policies had been met and werein compliance before construction projects were presented to the City’s Planning Commission for finalapproval.• Responsible for the RFP, bid negotiation, implementation, customization, training and management of theGeographic Information System (GIS). This database compiled all city development plans from inceptionto completion.• Administered the review of residential, commercial and industrial sites and structures to insure compliancewith Federal, State and Local Government regulations and codes.• Liaison between various Intra-Government Agencies (Federal, State and Local) and the independentdevelopers and consultants during land development approval and the construction process.• Conducted onsite field observation visits with the City’s Inspector/Engineer/Development Review Staffand independent developers and consultants.• Prepared legal documents in conjunction with the City Attorney including Public Works Agreements,Letters of Credit and Easement Agreements.• Responsible for extensive technical writing including specification documentation and staff reports thatwere presented to the Planning Commission, City Council and general public.• Created engineering review criteria using City Codes, State and Local Government Regulations to insureall areas of review were addressed and implemented.• Worked with the City Finance Division on Departmental requirements to create multi-million dollarannual budgets for both Capital Improvement and the General Budgets.
