The NAIT Programme Manager is accountable for supporting the operational design, development and implementation of the National Animal Identification and Tracing scheme (NAIT). This scheme requires all persons in charge of deer or cattle in New Zealand to tag animals with a radio frequency tag, register animals and report all movement in that animal’s lifetime. This ensures a swift response in the case of a disease outbreak, food safety risk or market access requirements. The operational side of the role requires leading a team of analysts and coordinators to provide advice to farmer, industry and government users of the system. This includes development of education material, one on one support, training in the use of the programme, data analysis and reporting, compliance referral to the Ministry of Primary Industries, policy development, testing and design of IT system enhancements and generation of standard operating procedures for internal users such as the contact centre. The strategy component of the role includes work on complex implementation and policy considerations related to the application, facilitation and delivery of the system on behalf of New Zealand industries (DairyNZ, Beef+LambNZ, Deer Industry NZ) and the Government. Future technologies, animal health systems and stakeholder interaction offer guidance for development of aspirational targets and strategic plans.
