    Management of Pre-commissioning and Commissioning of a newly built petrochemical plant. Lump-sum of 1 billion USD project for the production of LAB (120,000MTA), Normal Paraffin (235,000 MTA), Specialty Oils, Mining Chemicals, Sulfuric Acid (EPC Contractor LTHE of India) based on UOP processes:• UNIONFINING process to produce normal paraffin (C10-C13) and remove sulfuric and nitric compounds from Kerosene and Diesel by hydrogenation• MOLEX/PACOL/Define/PEP/DETAL to produce LAB by alkylating benzene with mono-olefins converted from normal paraffin Major equipment are reactors, adsorbers, fractionation columns, recycle compressors, hot oil heater, storage tanks and other utilities (cooling water, instrument air, firewater etc.)Major pre-commissioning and commissioning activities:• Systemization of Plant facilities for system-wise plant completion and commissioning• Establish Commissioning Sequence and Schedule• Update commissioning manuals and procedures• Set up guidelines for mechanical completion dossiers, review and approve mechanical completion dossiers, manage MC walk-though and punch list• Guide pre-commissioning and commissioning activities: power receiving, control room energization and DCS function testing, utility systems operation test, leak testing & nitrogen purge, hydrocarbon introduction and start-up of process plants.• Conduct Pre-start-up safety review (PSSR) for the plant facilities to achieve RFSU (Ready for Start-up)

    Shell Bonny Oil & Gas Terminal produces 30% of the total crude oil production in Nigeria. The major facilities are crude incoming, dehydration and stabilization, gas compression, produced water treatment, crude export and offshore pipelines, storage tanks, crude metering and other utility systems.• Comply with Shell safety practices with risk management and job hazard analysis • Provide technical support and troubleshooting for operation and maintenance of the plant• Establish the preventive maintenance system based on SAP CMMS with the asset register, spare part management, maintenance job routines and scheduling. • Purchase the critical spare parts: spare pump sets, mechanical seals, motors and E&I components • Engage in the design change for improvement and MOC (Management of Change) process • Communicate and coordinate with the equipment manufacturers for the major inspection, repair and troubleshooting: Hitachi gas turbines, Siemens gas compressor, produced water treatment unitDesign improvements (examples)• Addition of the high-pressure switch in the plant to protect the offshore crude export pipeline• Change of coupling for the fire water pumps to API type• Material change of the foam tank from polyethylene to robust carbon steel• Addition of vacuum support to the rupture discs in the crude incoming line • Adoption of self-priming pumps which can tolerate sands in the oily water instead of the original vertical sump pumps• Upgrade of HVAC using environment-friendly R407C gas to meet Shell environmental standard.Achievement• Contributed to stable production of crude oil without major interruption for 8 years• Contributed to Shell Petroleum Nigeria achievement of 20 million manhours LTI-Free in 2013

    The Bonny Oil & Gas Terminal Project is an EPC project (1 billion USD, 1.25MBPD) to install the new onshore and offshore plant facilities for Shell Petroleum, Nigeria.• Manage the commissioning stage of the project and guide the mechanical completion and handover based on WinPCS• Lead the commissioning team consisting of 50 staffs (process, mechanical, E&I engineers and technicians)• Develop the commissioning manual and procedures, the plant operation and maintenance manuals • Organize and execute the training of Shell operation readiness team. • Preside the commissioning meeting with Shell for job coordination• Mobilize the manufacturer’s specialists: Yokogawa, Siemens, Hitachi, ABB, KROHNE, GE, AKER, HOLEC etc.• Facilitate field PC&C activities, i.e. revamping of the old fuel gas plant, start-up of the gas turbine generator• Supervise the shift operators for start-up of the process and utility facilities and optimize the operating conditions to bring it up to stabilizationAchievement• Successfully conducted the performance test with deviated feed conditions: high-water content in the incoming cure and low gas flow rate• Optimized the chemical injection rates: the emulsion breaker in the emulsion treatment and the flocculent in the produced water treatment• Handed over the plant to the Shell O&M team in the normal operating conditions. Based on this successful handover, Hyundai received additional 200Million USD from Shell Petroleum
