      Keeping in view Dr. Swaminadhan’s contributions and achievements in Higher education and in Engineering, Technological and Management education, the Government of India appointed him as Member, Planning Commission, when he was working as Vice-Chancellor of J.N.T. University. His ideas and vision were reflected in the development of nationally important sectors of Higher education, Technical education, Housing, Urban Development, Water Supply and Sanitation during the Eighth Five Year Plan. His initiative in organising a ‘Brain storming session on the higher education’ in the Planning Commission provided the needed directions and perspectives for the development of higher education during the Eighth Plan. He stimulated thinking and discussion on making the prestigious Indian Institutes of Technology and Indian Institutes of Management to reorient their activities for national development in the present changed economic scenario in the country. As a result, an Approach Paper was developed by IITs focusing on new Thrust Areas, International Consultancy, Creation of Corpus Fund and Industrial Foundation. As a sequel, the IITs and IISc. Bangalore, together proposed focused Technology Development Missions in certain areas of strategic significance and export potential. He was the Chairman of the National Steering Committee on these Technology Development Missions. Similarly, the IIMs, as the leading and internationally known management institutes, not only identified some vital issues and crucial areas which would contribute towards strengthening management education, research and training in the country, but also identified certain priority areas which will help them to play a systemic role in the 90’s.
