Commonwealth Bank was a problem financial institution, with approximately 1.5 billion in assets, which was taken over by the Resolution Trust Corporation. Mr Hyman was appointed by the Resolution Trust Corporation to manage the assets of the financial institution, while they attempted to find a buyer for the bank. The institution had many problem assets and a very high percentage foreclosed real estate owned. The institution owned all types of residential and commercial real estate, including single family homes, large multi-family apartment complexes, retail ship centers and high rise office buildings. Mr Hyman was responsible for managing and liquidating these assets.

The Federal Home Loan Bank Board appointed Mr Hyman to conduct a comprehensive review of the institution. Pioneer Saving Bank had approximately 2 billion in assets and Mr Hyman was directed to review all activities and assets of the bank and prepare a report for the FHLBB. This report was in anticipation of the takeover of the institution by the regulatory agencies. The FHLBB had a regulatory agreement in place, which allowed them to approve any and all actions taken by the institution. It was Mr Hyman's responsibility to monitor the activities of the Bank until the regulators took full control the institution and replaced the existing management.

The institution had many problem assets and a very high percentage foreclosed real estate owned. The institution owned all types of residential and commercial real estate, including single family homes, large multi-family apartment complexes, retail ship centers and high rise office buildings. This real estate was located all over the country and Mr Hyman was responsible for managing and liquidating these assets. During Mr Hyman's tenure the bank was able to liquidate approximately $200 million dollars of real estate owned assets.
