Contracting Officer
-
Jul 1980 - Feb 1983
I worked as a contracting officer at EPA responsible for information technology acquisitions. When I arrived, EPA's IT acquisition was in disarray and EPA had lost several recent GAO protests. During my time, we conducted major IT procurements, saved EPA millions of dollars, and experienced no GAO protests. I am especially proud of my role in introducing personal computer and email technologies into EPA at a very early stage (1981-1984).

I worked for the Naval Regional Procurement Office (NRPO) - Washington and successor organizations as a civilian procurement intern and full professional after graduating from the 3-year program. I became a contracting officer with an unlimited warrant in 1980. The intern program included extensive training; approximately 500 hours over the program. I was hired as a GS-5 contract specialist and left as a GS-11. I developed a specialization in automated data processing (ADP) procurement and helped the office begin to standardize and automate its RFP and contract preparation.
