    The project "Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem" is financed by the Global Environmental Facility (GEF) – and co-financed by the Governments of Russian Federation and Mongolia. The project is supported by UNDP and executed by UNOPS. Individual components of the project will be implemented jointly with the UNESCO. The project’s objective is to spearhead integrated natural resource management of Baikal Lake Basin and Hovsgol Lake ensuring ecosystem resilience, reduced water quality threats in the context of sustainable economic development.The Project Manager is responsible for providing critical technical input to project implementation and overall management and supervision of the GEF project. He/she manages and provides overall supervision for all GEF staff in the Project Management Unit (PMU). He/she liaises directly with the Regional Coordinator UNDP-GEF, National Focal Points (NFPs) and project partners in order to develop the annual work plan for the project.From the end of 2011 Dr. Kudelya has been managing the UNDP-GEF Project “Integrated Natural Resource Management in the Baikal Basin Transboundary Ecosystem”. In 2012, 2013, 2014, 2015 he demonstrated excellent performance documented by his supervisors. Annual project activities were implemented more than 95 % on-time in accordance with regulation and rules and in full transparency and accountability. In 2015 the project was selected as one of the four finalist in the Project of the Year Award 2014 competition between all UNOPS projects.http://baikal.iwlearn.org

He has managed multiple projects from concept development to implementation. Project values range from 0.5$ million to 4$ million. He has extensive practical experience in management and comprehensive software development, the full life cycle software design, code and test for real time, multi threaded, client/server distributed applications.During the last five years his company has developed specialized software and organized threegovernmental data centers in the Rostov, Stavropol and Kalmykia Oblast of Russia for storing medical records. Governmental Medical Informational System has integrated several thousands of state institutions. The mentioned data centers have the highest security level of data exchange mechanisms based on internet technologies and provide effective filling system on all user levels.In addition, he managed developing of a complex finical information system for the one of the largestinsurance company in the South of Russia. This system has included budget planning, receipt andpayment management and, finally, budget review, audit and financial planning for future periods.
