Submitted a budget reform package to respond to a decline in state revenue due to national economic downturn. The Wall Street Journal referred to me as one of the national "political tough guys" for solving the budget shortfall without raising taxes.Enacted landmark legislation on the Environment. Called "Teddy Roosevelt of WI" by Sierra Club.Created "Build Wisconsin", a first time -ever economic blueprint for the state.Initiated a new way of budgeting based on performance standards. Reformed state-local relationships based on accountability in spending. Created Department of Electronic Government and the state's first CIO through consolidation of various departments. Saved $50 million in first year while expanding services.
