      Ruth Zubrensky received a Master of Science, Department of Urban Affairs, University of Wisconsin Milwaukee, 1985. Before that time she worked for the State Unemployment Compensation Department, the University of Wisconsin Extension and was a consultant to two desegregation cases involving the Milwaukee public schools and suburban schools. She held several jobs including senior staff analyst for a study undertaken by Conta & Associates for the Milwaukee Metropolitan Sewerage District which became a legal document to justify the District’s set-aside program for minority businesses.In 1991 Ruth was appointed by the Mayor of Milwaukee to be a member of the City’s Equal Rights Commission.Ruth wrote an 85-page manuscript, carried on several internet sites, entitled "A Report on Past Discrimination Against African Americans in Milwaukee, 1835-1999."Racial segregation is a phenomenon with complex historical roots. The legacy of slavery, on-going discrimination in employment, housing red lining and racial covenants, school board policies that kept African American children apart from their white counterparts, and a wide variety of other practices swirled together to create a highly segregated Milwaukee. This is a rather exhaustive documentation of Milwaukee’s history of segregation (available in most Milwaukee Public Libraries).Written for both the White and Black communities, the report unveils discriminatory policies and practices on the part of institutions, voluntary organizations and government departments the total of which deprived African Americans of entering the mainstream of economic. political and social life of the community.
