In 2022 and 2023 he was responsible for secondary and primary data collection for developing a Social Protection Policy and Strategy for the government of the Commonwealth of Dominica, supported by UNICEF as well as secondary and primary data collection and coordinating a team of key and non-key expert’s activities for the development of an Adaptive Social Protection Strategy and Implementation Plan for the government of Fiji supported by the World Bank. Also, during 2022 and 2023 he served as Quality Control Officer and Senior Consultant on the evaluation teams for the IDPoor programme in Cambodia for Cufa and the Government of Cambodia, supported by the Asian Development Bank (ADB) and the Transformative Agenda for Women, Adolescents and Youth in the Pacific (TAP) programme implemented by UNFPA and supported by DFAT. When he facilitates training workshops which teach qualitative and quantitative research techniques to local field officers in country, followed by planning, organising and implementing in-depth, household level field data collection activities and one on one consultations with duty bearers and rights holders, he becomes intimately acquainted with the lifestyles of diverse communities of people, their languages, their traditions, their social structures, their cultures and their coping mechanisms. The countries he has worked in are Botswana, Cambodia, Cameroon, Cayman Islands, Central African Republic, Chad, Commonwealth of Dominica, Congo, Democratic Republic of the Congo (DRC), Equatorial Guinea, Ethiopia, Fiji, Gabon, Kazakhstan, Kenya, Kiribati, Lesotho, Liberia, Mozambique, Namibia, Papua New Guinea, Rwanda, Samoa, Solomon Islands, Somalia, South Africa, Swaziland, Tajikistan, Tonga, Vanuatu, Zambia, and Zimbabwe.

Robin’s experience includes managing quantitative and qualitative data collection activities for the development of social protection policies and strategies, evaluations, evidence-based M&E, social impact assessments and social action programmes all of which extensively consider gender issues. He has worked specifically with the United Nations, with experience in a large number of African countries, South Pacific Islands and in central Asia, and in 2014 served as the Junior Consultant for the Pacific Fund evaluation for UN Women as well as a VAW evaluation for UNFPA. In the last quarter of 2019, he worked on an evaluation for UN Women’s Markets for Change Project in Fiji, Vanuatu and Solomon Islands as well as evaluations on two different violence against women (VAW) projects for UN Women and UNFPA in the South Pacific in 2014 and during 2023 served as the Primary Data Collection Officer on the evaluation team for UNFPA’s Transformative Agenda for Women, Adolescents and Youth in the Pacific programme. He has worked on projects aimed at informing evaluations, including baseline and midline primary data collection activities. He has served as senior quality control officer for a number of assessments and results-based M&E activities, including for DFID and Mott McDonald on an accountability programme in Somalia until mid 2018 and for DFID and DAI in Ethiopia on a land certification programme, the Land Investment for Transformation (LIFT) project from 2013 to 2021.
