Attorney and Interim Manager for job training
-
Feb 1980 - Aug 1983
After leaving the State Public Defender, I was fortunate to get a job with the City of Indianapolis, as an attorney under City Attorney John Ryan. (my step-dad, Bob Walden, paved the way through the Republican County Chairman. (I had to declare my self as a Republican, and with William Hudnut in office, it was not too difficult. My responsibilities were to serve as the attorney for Harry McFarland, director of the Division of Training, as well as handle the case load on worker's compensation claims. Harry was the best boss I ever had, always affable always bright highly admired by staff. When Harry was recruited by the Governor to head the State Job Service, I was appointed acting director. I loved working directly on job training and employment issues. I recall Sandra Emmanuel, Ken Morgan, Fred Armstrong, Joe Slash, and many other top-notch and dedicated professionals. We had some fascinating scandals in those days, with Steve Goldsmith, as Prosecutor, trying to smear his rival, Bill Hudnut. Barbara Gole and I spent a lot of time in Chicago on CETA audit issues, most of which were resolved (big numbers). The investigation fizzled when Goldsmith's main witness on turned out to be blind! Bob Kirkham (the witness) would ride his electric wheelchair poll-mell through the lunch time crowds. The practice of the P.E. McAllister's lady friend, Elaine Bookwalter, using federal funds to bring in Latvian ballet dancers of the Indianapolis Ballet. (P.E. was, as I recall, Mayor Hudnut's main financial supporter.) It was unfortunate that some of these CETA workers from Latvia were found to be working on Elaine's house, painting the mailbox, cleaning and painting inside. Lots of fun, and so nice to see Goldsmith gnashing his teeth, as the FBI agent conducting the deposition closed his notebook and told the court report to go home.
