    Rex Cyphers, P.E., is a Principal and Chief Operating Officer with WDP & Associates Consulting Engineers, Inc., working primarily out of the Charlottesville, Virginia, office. He is responsible for overseeing the work of all WDP divisions, WDP's hiring process, staff development, and company operational decisions.Mr. Cyphers specializes in the design and repair of masonry structures, historic preservation, and nondestructive testing. He performs forensic field and laboratory investigations, façade and building envelope investigations, structural inspection/analysis and design, architectural retrofit and repair, roofing and waterproofing investigations, and development of design documents, and repair recommendations.Having earned a Bachelor of Science degree in Civil Engineering in 2002 from West Virginia University, Mr. Cyphers later received a Master of Science degree in Civil Engineering in 2003 and a Graduate Certificate in Cultural Resource Management in 2003, both also from WVU. Mr. Cyphers is a licensed civil engineer in Virginia and is certified as a Licensed Field Auditor by the Air Barrier Association of America (ABAA). Mr. Cyphers is currently a member of the Association for Preservation Technology International, the American Concrete Institute, and the American Society for Testing and Materials, where he is a member of Committee E-6-Performance of Buildings. Most recently, Mr. Cyphers chaired the task group responsible for creating and passing a new standard, ASTM E3069-17, "Standard Guide for Evaluation and Rehabilitation of Mass Masonry Walls for Changes to Thermal and Moisture Properties of the Wall," and is in the process of drafting a similar standard for steep sloped roof assemblies. Mr. Cyphers regularly presents and co-authors for various technical publications.

    Mr. Cyphers was promoted to Senior Associate with WDP in 2007 upon becoming responsible for the operations of the WDP Charlottesville office. He managed a full service office that performs structural, material, and architectural engineering activities for building enclosures. He performed peer reviews of façade design, forensic field and laboratory investigations, building enclosure investigations, structural inspection, analysis and design, architectural retrofit and repair of stone, masonry, concrete, steel frames, as well as building facades, roofing and waterproofing investigations; the review of both design development and construction documents the development of repair design documents, repair recommendations, construction field inspection and documentation of field performance for building fenestration with specialization in historic preservation and non-destructive testing, design and repair of masonry and other existing historic structures.

    Mr. Cyphers was promoted to Associate Principal of WDP in May 2015 after having served 12 years with the company. He has been instrumental in developing WDP's building envelope services group, including the positioning of the company as one of the most knowledgeable firms in building envelope hygrothermal modeling. Mr. Cyphers is also heavily involved in guiding WDP's corporate services direction and internal staff development goals and procedures. As Associate Principal, Mr. Cyphers will be involved in the daily operations of the company and in shaping the future of WDP as a whole in addition to continuing his role as Department Manager for the Charlottesville office.
