This consultancy achieved a 19% increase in key revenues in 9 nine participating municipalities who forecast an additional 19% increase in their next year (2013/14) budget, a total 38% increase over two years. The combination of revenue enhancement reforms with exposure to learning how to select and execute priority infrastructure investments being taught in the Bank's Municipall Development project should enable these municipalities to continue capital investments from own source revenues increases after the project closes in 2015.

Chief of party of a 15 person team operating under a Decentralization and Good Governance contract with USAID originally to assist municipalities prepare infrastructure projects for financing by local banks. When it became clear that that most municipalities, perhaps all municipalities in Paraguay, were incurring operational deficits rendering them unfit for bank loans, the project was redesigned to help municipalities increase local source income through more effective billing and collections of the property and commercial taxes and improvements in budgeting and preparation of internal reports with recommendations to the national government to strengthen its decentralization program. By the time the project completed in June 2005, the 21 munici¬palities assisted were collecting additional income principally from the property tax, of approximately US$ 1,000,000 each quarter. These municipalities increased their investments in community projects, paid overdue salaries, accrued expenses and began to help other municipalities. Designed the reporting and monitoring indicators that documented municipal progress.

After working in the New York, San Juan and Washington, D.C. offices, in 1969, I founded the El Salvador office of Price Waterhouse & Co. and supervised the independent audits of over 60 firms. Responsibilities included recruiting and training a professional staff which had grown to sixteen auditors by the time he left the firm as a partner in 1978. Several staff members trained formed their own successful auditing firms shortly after my departure from Price Waterhouse.
