DPI was created in 2001 with a budget of $400M, a staff of 2000 and a network of 49 offices and 200 agents. Its main business system, the state licensing system, served a driver population of 1.6M and a vehicle population of 1.9M and collected revenues of $1.3B per annum. Paul's first role was to successfully retrieve what was a failing project to replace this system with what became (at the time) the country's largest bespoke Java system. Paul ultimately went on to secure a $190M program of works which was implemented via two three year Strategic Information Plans.

Curtin University had a staff of approximately 4000, 26,000 students, an operating budget of $300M and five major sites (Bentley, Muresk, Kalgoorlie, Esperance and Miri [Malaysia]). Excluding consultants, about 120 staff were involved in IT&T supported by a budget of $20M. Curtin, IT&T wise, was extremely diverse having about 7000 screens and nine major operating systems. Paul's main focus as GM was to deal with major operational and budget deficiencies which were damaging Curtin’s image as a ‘university of technology’ and threatening its profitable overseas student revenue stream.

The Minstry was a Machinery of Government amalgam of 11 different agencies. Paul authored and implemented the main integrative device used to knit these agencies together i.e. a 5 year Strategic Information Plan delivered 6 months ahead of schedule. The position directly managed;• a recurrent Directorate budget of $7.9M;• a capital development budget of $13.4 M;• a telecommunications budget of $5.9M; and• staff resources comprising 95 permanent positions and contract resources ranging up to 30.• These resources were used to provide IT&T support and development services to the Ministry’s 3700 employees located at 101 sites around WA (as well as a number of smaller agencies such as the DPP and the Equal Opportunity Commission). The position also included responsibility for the Ministry library, FOI and corporate record management services. Prior to its eventual outsourcing, the IS function in the Ministry was considered the best in the State Government.
