    Paul founded and was the sole owner CEO and President of Concord Associates, Inc. He developed Concord into a highly successful engineering and technical services firm providing consulting and staff augmentation support in "Human Performance Engineering" (human factors, training, performance measurement, conduct of operations, human reliability analysis, and other aspects of human-system performance) with an emphasis on safety in complex, high-hazard industries - nuclear energy, chemical and petrochemical process, oil and gas pipeline, and nuclear weapons materials production. Among the many clients over the 17 years of operation were Fortune 500 firms, the U.S. Nuclear Regulatory Commission and DOE weapons complex sites. In 2006, after partnering to establish and grow Concord Professional Services (CPS), closed out Concord Associates to focus on CPS and aiding/mentoring other new business startups.

As and executive consultant to DOE's Savannah River Plant, developed a comprehensive Human Factors Engineering Program Plan to enhance safety of operations at the weapons-material production reactors.

    Initiated and developed the first Human Factors program at ORNL. Led the development of the Centralized Reliability Data Organization (CREDO), an international center for advanced reactor reliability, availability, maintainability (RAM) data and data analysis. Responsible for all technical, personnel and financial management of an interdisciplinary group conducting research and development in human-system engineering and science. Served dual role as Group Leader and Program Manager. Also had direct technical involvement in numerous R&D projects in reliability, human factors engineering, human performance modeling and measurement, human reliability, training technology, nuclear and military training simulation, and other areas.

    Performed analysis and developed models for analysis of hypothetical core disruptive accidents in advanced liquid metal fast breeder reactors (LMFBR) using large, state-of-the-art computer codes. After the first year, appointed Group Leader responsible for the NRC's assessment of design basis accidents in the Clinch River Breeder Reactor and for R&D in transient fuel behavior and other severe accident phenomena.
