    Managed ACSD public water distribution system (106+/- accounts), eventually adding street lighting service. Moved district from a negative ($8,000) to a positive $36,000+ account balance within an 18 month period - WITHOUT raising water bills. Financial Reporting preparation Monthly & Annually to public and ACSD Board of Directors, assisted in annual Audit preparation. Prepared ACSD Annual Budget and improved business processing of ACSD internal controls for billing, receivables, manage employees, seek additional resources, meter reading, chlorination, maintenance duties, etc... Managed district through CSDWR Clean Water Act $387,000 Grant Funding for planning, design, development, and construction of new water distribution system (establishing a new well providing reduced arsenic & upgrading ACSD water lines). Eventually resigned ACSD GM position in Spring of 1987 to attend Bakersfield College/Delano Center to obtain Child Development Certification/AA so as to manage Allensworth Progressive Association (APA) planned Child Care Center to be held at then new Allensworth Community Center (ACC). Later publicly elected to ACSD Board Member position to serve Allensworth Community from December 1989 - February 1993. Performing duties for re-organization and assisting new GM in preparing financial reports (& once again successfully reinstating District profits) after severe gross misuse of public funds by certain other ACSD Board members from 1987 - 1989, during my absence.
