As a partner in Freeman Consulting Group LLP, Mel has worked with diverse leaders and professionals from a wide variety of disciplines and backgrounds. His consulting work included several projects in Baltimore such as the Plan Implementer for a neighborhood plan that was funded by The Annie E. Casey Foundation and the France-Merrick Foundation. His work as a community development and revitalization professional in Baltimore has led to work in other cities such as Hartford CT, Brevard NC and Milwaukee WI. He has also been involved in the management and development of several neighborhood planning processes. Other clients include the Greater New Orleans Foundation, where the project assessed the effectiveness of the foundation’s community development portfolio, tasked with assessing the portfolios’ present and past ability to produce sustainable communities within an economically achievable profile. It included a post Katrina review of dollars spent as an objective review of performance including extensive resident interviews and developed report of recommendations.

As the Executive Director of Citizens Planning and Housing Association, Inc. a regional organization whose mission envisions a well-planned Baltimore region with equity among jurisdictions, where citizens respect diversity and have access to responsive government and quality housing in vibrant neighborhoods. Mel continues to be interested in the advancement and creation of more community lead planning processes that lead to increased or the creation of personal wealth. Mel continues to work with diverse leaders and professionals from a wide variety of disciplines and backgrounds. During this time he worked tirelessly with residents and organizations to provide them with the tools needed to self manage change within their communities while always stressing the point that people change neighborhoods themselves and not by waiting on others.
