PhD Researcher Studying Implementation of Personal Carbon Allowances

Personal Carbon Allowances are a mechanism to manage and reduce UK carbon emissions. The government would run an account for each individual and fill it with carbon allowances up to its target level for consumption. Individuals would be issued with a plastic swipe card linked to the account to use when purchasing fuel (petrol, diesel, electricity, heating oil or gas) and their account would be charged with the carbon footprint of the fuel. If insufficient allowances remained in the account then the price paid for fuel would be higher: on the other hand excess allowances could be sold for cash. There are a number of implementation issues which caused the government to call it "an idea ahead of its time" in 2008: I am working on overcoming these issues.Having reformulated the model over a two year period, by late 2017 I was able to persuade cross-party members of the Welsh Assembly to put forward a motion asking the Welsh Government to evaluate a mandatory trial of Personal Carbon Allowances in Wales: this was passed unanimously. However, opposition motions are not binding on the government and further developments await. Implementation of a pilot would turn the eyes of the carbon-conscious world to Wales.
