Management Accountant - Resourcing

Wellington Region, New Zealand
My main purpose is to produce the monthly Crown accounting journals, reconcile the Balance Sheet accounts: prepayments, holiday pay provision and accruals for the central Finance team and then report on the Budget against Actuals monthly via variance analysis. In FY 2022, the annual teachers’ salaries and the operational funding to schools amount to $4.98 billion and $1.96 billion which is 69% and 27% of the core Resourcing group funding. Since, both items comprise of 96% of the funding for schools, it’s essential to have these journals validated, reconciled, and integrated seamlessly into the Ministry’s accounting package Oracle Fusion.Balance Sheet reconciliation requires accessing data from the EDUMIS software package via ACCESS database queries, Oracle Fusion general ledger reconciliation as well as knowledge of searching the Oracle Fusion accounting via query by example search engines.Variance analysis utilises my Power BI skills for Dashboard reporting and advanced Excel skills. With these skills, I can accurately identify the variances along with the cost drivers behind these variances. Achievements include:**Developing Power BI dashboards for various decision makers within the Te Pae Aronui team including the Group Manager and Programme Leads the Kahui Ako and Home Schooling programmes.**Creating a Desk file and Data Flow diagram to streamline the procedures for Teachers’ Salaries, $4.90 bn, and Bulk Funding, $1.97bn, to Schools throughout New Zealand**Building an effective reconciliation process for the Operational Funding to Schools, $1.97 bn, for Bulk Funding, Kahui Ako, Manual Payments**Training and developing staff to monitor their funds utilising their respective Power BI dashboards

My key priority is to report on the performance, progress, benefits and outcomes for Te Aka Tuhono team. The Te Aka Tuhono team manages the COVID-19 Cultural Sector Response and Recovery fund which totals $494 mil currently. This fund supports the NZ Film Commission, NZ Music Commission and Creative New Zealand as well as individuals through the COVID-19 pandemic by funding them for any cancelled events. The primary focus for this fund is on managing the funds committed in the event of cancellation as well as monitoring the payments once these events have been cancelled. To be able to accomplish this task, the grants information is extracted daily from the Tactiv CRM database via a series of tables and then imported into the Power BI databases for analysis via certain parameters. The parameters collated are the: recipient, event, location, eligibility, approval, acceptance, and contract data as well as the physical payments to the various recipients should their respective events be cancelled. With the Power BI application, I am also producing analytical reports and dashboards to support the decision-making within Te Aka Tuhono for the Grants, Creative Spaces and Innovation teams. Since each of these teams have specific requirements, the dashboards are individually adapted for their reporting needs.Achievements include:**Developing Power BI dashboards for various team leaders within the Te Aka Tuhono team** Developing a AdHoc Reporting framework in Sharepoint for the Policy team to ensure timely delivery for all AM, WPQs and OIAs to the Minister’s Office**Managing and monitoring the Power BI dashboards for COVID-19 Cultural Sector Response and Recovery fund**Establishing General Ledger reconciliations to the Tactiv CRM database**Training and developing staff to monitor their funds utilising their respective Power BI dashboards

One primary focus as a Management Accountant working for the Capital Coast Health District Health Board, is managing the budgets for a suite of corporate cost centres as well as the Executive Business units including Pasifika, Maori and the Board budgets. Managing the Business Units budgets involve reviewing the current expenditure and processing the monthly accruals for the cost centres as well as across the Corporate Services team. Once the month end process is completed, the monthly reports are analysed and meetings are arranged with each manager. From these meetings, there are discussions about their cost centres financial sustainability as well as providing any financial advice and / or forecasting for any additional expenditure during the course of the financial year. Alongside the monthly reporting to my Managers, I have supported the Managers in building their annual budgets whilst understanding their annual plans for the next financial year. Once the annual budgets have been approved, I have reconciled the budgets for the Executive and Corporate Services team, and then uploaded these budgets through a series of journal into Oracle. Also, within this role I manage the Ministry of Health’s Crown funding for Capital Coast Health through the Ministry of Health’s training entity: Health Workforce New Zealand. These Crown contracts from Ministry of Health contribute to $8 million per annum in revenue for the Wellington Regional Hospital. Achievements include:**Develop a Forecasting Tool for Managers to monitor their FTE against their uploaded Budgets.**Built a Forecasting Tool for the CME database so SMO’s can manage Professional Development** Establishing Power Pivots for Analysing Allied Health Budgets against expenditure**Assist in developing a robust Travel procedure throughout the CCDHB alongside Orbit TravelSkills required for this role:• Microsoft Excel (Advanced)• Oracle Accounting System (Advanced)• Magiq – BI Tool• Qlik – BI Tool

One of the key revenue components for the Royal New Zealand Plunket Society is the Grants revenue. This includes both National & Community grants. The total grants revenue for Plunket sits at nearly $6 million. The primary focus, during transition, is to establish and standardise a Nationwide grants accountability process whereby the grants are monitored and tracked from the grant budget, application through to the final grants accountability process. Streamlining this process involves recognising the key weaknesses and improving efficiency with grant recognition, process creation as well as standardising the grant report function.Once this Grants process is established, there is an ongoing requirement to manage and monitor all grants revenue. With this BAU process, I managed the Central Region which encompasses the following: Waikato/ Taranaki; Lakes / Bay of Plenty / Gisborne; Hawkes Bay / Manawatu – Whanganui and Wellington / Wairarapa operating areas.Managing and monitoring ensured the pragmatic following of the system I designed along with adopting a method of constant refinement to ensure the best efficacy for the systems processes and procedures. Once refined a Financial procedural manual documented the process for the National team.Along with refining the grants process, arranging monthly meetings with the Central Community Service Leaders and the Funding & Grants Coordinators to engage and train them on understanding the revenue drivers as well as understanding their budgets. This process involves two-way communication with any queries or reports required to understand the revenue streams.Achievements include:**Develop a new grants tracking and monitoring process for the entire Plunket.**Completion of the Manual for Standardising the Processes & Procedures for Grants Monitoring and Tracking** Establishing Power Pivots for Budget vs Actual for Revenue reporting**Training and Developing the Manual for Central Management team to use Power BI tools

Dec 2012 - Mar 2017

Level 11 1 Grey Street Wellington
Manage all the domestic and international levy accounts for Maritime New Zealand, which is $15 million and 80% total revenue. The domestic accounts are incurred via an annual levy, which is charged on all vessels, operating commercially in New Zealand. The International levy accounts are a result of charges for all foreign flagship vessels travelling around New Zealand. The accounts are 7 day cycle debtors and total $13 million annually. This involves liaising with New Zealand Customs to generate all the invoices as well as an understanding of the legislation and ship specifications in order to charge the invoices as accurately as possible. In order to generate these annual invoices, an understanding of two separate database packages known as Navigator and CRM is required. Calculating those domestic levies involves an understanding of the legislation for those levies as well as implicit co-ordination of the third party suppliers to allow for those domestic levies to be sent out all over New Zealand.Liaising with domestic customers involves an understanding of the domestic levy and how it is calculated as well as being solution focused when dealing with credit control. Along with this basic processing, bank reconciliation and debt recovery are also central to the core function of my duties.Achievements:**Streamlining debtor’s system by splitting the 7 day debtors from standard debtors and installing the email system for invoicing and statements.**Establishing credit control facilities for 7 day debtors and decreased over 30 days from 56% to under 10%**Reconciling systems with NZ Customs to ensure completeness for foreign ships being levied in New Zealand water**Establishing reconciliations for the annual $3.5 million domestic levy invoices
