Special data gathering, business analytics, and formula refreshment project for the OIT Policy & Resource Management Office and a working group of the Judicial Conference IT Advisory Council:• Worked with client, working group, and vendors to design and conduct a nationwide questionnaire on court technology, budgeting, and priorities. Consisted of individualized, dynamically generated and pre-populated, multi-hour online surveys: ~375 primary recipients, 150+ questions, uniquely partitionable & extensible by recipients & delegates, multi-level delegable, dynamic tables of contents, and a central management dashboard. Required cross-system data resolution, multiple survey tool upgrades, and ultimately creation of a new tool capable of meeting requirements.• Worked with initial tool vendor to obtain necessary new features. Eventually prepared specifications for a replacement tool, researched options, and recommended Quantellia, LLC. Worked with Quantellia on meeting requirements, distributing the survey, troubleshooting issues, organizing and interpreting findings, and reporting results. Worked with client on supporting recipients and monitoring completion.• In addition to survey development, testing, and implementation, the project involved analysis of responses against multi-year financial and staffing data; the profiling of IT usage; the adjustment of allotment formula factors; and the provision of policy levers for future adjustments. Also involved: stakeholder engagement, budget analysis, policy analysis, scenario analysis, data analysis, data definitions, database integration, glossary development, scripting for introductory video, usability assessment, findings assessment, and report preparation. Included business analytics (BA), business intelligence (BI), object-oriented design (OOD), decision support, and end-user testing,• Resulted in 1,000+ total respondents, 72% court-unit response rate, and formula-refreshment approval by the Judicial Conference.
