    Commissioner Ligia Velazquez is a seasoned conflict management specialist, mediator, trainer and is deeply committed to satisfactory client outcome at every level. Commissioned in 2010, in her tenure with the Federal Mediation and Conciliation Services, Commissioner Velazquez has mediated a wide variety of cases in various industries such as healthcare, manufacturing, hotel and service, education, emergency services, and personal/professional services both in the private and public sector. Commissioner Velazquez’s 21+ years of work in the labor relations field have equipped her to assess the needs of the parties and manage various processes to facilitate settlement of their contract negotiations, grievance mediations or other workplace conflict effectively and efficiently. Commissioner Velazquez works with clients to create processes that best meets the goals of the group be it a facilitated conversation in a small work department, managing complex negotiations with several stakeholders and various competing interests or developing effective teams. Commissioner Velazquez has been on FMCS’ new mediator training team and/or designed, developed, and delivered courses for the FMCS Institute since 2013, these include Negotiations Skills, Mediation Skills, Facilitation Skills, Advanced Negotiation Skills. Other trainings for specific clients include Effective Communication Skills, Micro Aggressions in the Workplace, and Implicit Bias Training among other topics. Commissioner Velazquez’s highly engaging training style and bilingual skills earned her the opportunity to serve on behalf of the Agency in Honduras, Guatemala, Mexico, and Colombia where she worked with various stakeholders and managed various competing interests to ultimately deliver beyond the clients’ expectations.Commissioner Velazquez was the mentor for the FMCS Mediator class of 2019 and received the coveted FMCS Director’s Award for 2020.
