In this position I supervise the Revenue Management and Procurement divisions. This position is responsible for providing effective and controlled cash collection and billing processes and comprehensive purchasing procedures, including a centralized competitive bidding process. In addition I help administer the collection, enforcement, and audit of compliance for locally imposed taxes. Oversee village licensing and compliance regulations, cash collection processes, and monthly billing for water service. Manage centralized bid and RFP program for competitive purchasing needs; use ProcureNow to research, create requests for proposals or qualifications, identify qualified suppliers, conduct proposal evaluations, make contract awards and manage contract performance. I evaluate and approve all bid documents for compliance; obtain legal assistance when necessary. Responsible for oversight, optimization, and management of the procurement process including the approval of requisitions, purchase orders, and generation of bills list. Review transactions to prevent budget overages and unauthorized purchases. Ensure the Village’s customer service policies, objectives, and initiatives are met. Develop service standards focused on service levels and issue resolution. Responsible for handling customer complaints and requests that are escalated. Identify process improvements and provide recommendations for implementation. Keep abreast of modern best practices to determine feasibility within Village procedures and assist with implementing accounting control procedures. Analyze and forecast revenue and expenditure data for variance and future trends.Evaluate performance of the Customer Support Supervisor and Purchasing Supervisor. I also provide input on the performance evaluations for Customer Service, Water Billing, and Purchasing Clerks. Coordinate the annual update of the Fee Schedule and review policies related to revenue collection and purchasing procedures.

The City of Waukegan has approximately 90,000 residents across 29,400 households with a labor force of approximately 50,000. The overall City budget consists of $185 million in revenues with an employee base of 400+ employees.In 2017 the Collector's Office was absorbed by the Finance Department. I was promoted to Senior Accountant. In this role, I oversee the licensing and water divisions in addition to serving as project lead and manager for projects within the division and serve as a liaison to other departments for said projects. I also serve in a Business Analyst sort of role between our IT Department and our ERP vendor to facilitate improvements in our ERP system to create efficiencies in our daily operations, policies, and internal procedures. Last but not least, I served in a supportive role to the Finance Director as backup to City Council meetings, Department Head meetings, as secondary contact in the Finance Director's absence.

In this role, I was involved in an ERP upgrade for the Collector's Office, the transition of 20 plus year old water meters to current industry standard water meters across our residential, commercial, and industrial accounts. In this role we began to modernize office processes moving away from paper applications to electronic applications and fillable forms using Adobe and Microsoft Office Suite products. Additional responsibilities in this role included staff development and training as well as implementation of one-on-one monthly meetings and impromptu five minute chats to maintain constant communication with team members and provide feedback to employees for performance evaluations.

Started in Collector's Office working in the Licensing Division before moving into the Water Division of the office. The licensing office oversees the billing and facilitation of rental and business license applications totaling in excess of 5,000 licenses annually approximately $1 million in annual revenue. In addition the licensing office works with the Police Department, Fire Department, and Building and Code Department to facilitate inspections and approvals of licenses. After several months I was transferred to the water division which oversees the billing of 21,000 water accounts. Total revenue collection managed in the water division was in excess of 10 million. In addition, the water division also processed water shut off requests, postings for delinquent accounts, and worked with the Public Works department to complete service order requests related to water billing and customer service inquiries.
