From 2001 to 2007, he represented the PA Department of Corrections on the Council of State Governments’ Criminal Justice Reinvestment, Reentry Policy Council, and Mentally Ill Offender initiatives.Starting at the New Castle Youth Development Center (YDC), working with maximum security male juvenile delinquents, Dr. Shaffer later transferred to the state PA DOC and progressed through his career holding various positions, including: Counselor; Human Resource Analyst; Business Manager; Litigation Project Director; Deputy Superintendent; Warden; Deputy Secretary for Administration; and Executive Deputy Secretary.
