With over a dozen years of experience in research into consumer use of broadband, Horrigan has extensive knowledge on drivers of the uptake of information and communications technologies (ICTs), including adoption of high-speed Internet at home and mobile devices. His research on consumers and broadband helped formulate America’s National Broadband Plan and the U.S. Commerce Department’s “Broadband Adoption Toolkit.” Horrigan’s extensive research background can help clients assess programs designed to increase ICT adoption and provide strategic advice on companies, communities, foundations, and policymakers on how to expand broadband adoption. Horrigan has provided such research and advice to Comcast Corporation, the Knight Foundation, and others.
