-Serve as departmental liaison for the Housing Choice Voucher Program (HCVP) for applicants, tenants, property owners, the Department of Veterans Affairs Veterans Affairs Supportive Housing (VASH) division and other agencies.-Case management responsibilities, coordinating with social workers and other human service professionals; referring and supplying applicants and participants with community-based information, housing agencies, shelters, fair housing interventions, Legal Aid Society, and government sponsored social services agencies as warranted.-Compose and provide detailed analysis for senior level management concerning current or impending vacancies, develop means of filling vacancies with the most eligible applicants from waiting lists.-Verify household composition and income to initiate re-examinations, relocations, and interim changes, according to the Department of Housing and Urban Development (HUD) procedures and regulations.-Communicate with property owners and tenants to explain HUD regulations and contract terms and amendments.-Approve, negotiate or disapprove rents, conduct rent reasonableness studies, arranges for unit inspections, and prepare required documents for establishing assistance payments; in addition to performing rent calculations on all approved units to determine contract rent, tenant portion, and housing assistance.-Gather evidence and prepare cases for presentation at hearings concerning terminations and repayment of funds. Investigate accounts to determine terminations or payment reimbursements.-Respond to complaints from private and public sectors, mediate and arbitrate landlord/tenant disputes, negotiate fair and equitable solutions to problems involving repairs, rent, and maintenance.-Devised new initiatives and implemented procedure to efficiently house new departmental admissions for effective operational output.-Train and educate HCVP staff, new tenants and other agency employees.
