• Managed the city through a population growth from 10,000 to 165,000, the fastest growing city in California during this period.• Created 9 Redevelopment project areas, including the largest in the state at that time.• Transformed Fontana from a “company town”, totally dependent on Kaiser Steel Corporation, into a normal functional municipality with several diverse revenue streams. • Implemented several Redevelopment projects which created two 2,500 acre industrial parks in order to provide alternative employment sources. Sixty firms were located in these parks, providing 11,500 jobs. • When Kaiser Steel closed in 1980, Fontana’s revenue indicators increased.
