Developed a PPP concept paper for a Medical housing PPP with Private Banks in Lesotho using the Development Credit Authority (DCA), Collaborated with IFC and the World Bank during the development of the Tsepong PPP (Queen Mamohato Hospital) with Netcare and the Government of Lesotho.• Collaborating with the Ministry of Health and Social Welfare in Lesotho to determine future HSS/HRH requirements and any challenges/feedback on implementing partners.• Participating in the US Government HSS/HRH TWG monthly meetings.• Technical lead on HSS Country Operational Plans (COP) and reporting requirements for the PEPFAR team in Lesotho. Specific duties for COP 2015 include: -o Successfully lead the completion of the HSS component, specifically addressing the strategies and deliverables for HRH and SCM.o Appointed as a PBAC Power User and tasked to utilize, the Expenditure Analysis Navigation Tool, PEPFAR Budget Allocation Calculator (PBAC), EA/EPI Tool and Site Expenditure Allocation Tool (SEAT).o Successfully lead the completion and development of the PEPFAR Budget Allocation Calculator (PBAC) and the calculations and readjustments of the Unit Expenditures (UEs).

. Assist the Ministry of Health in developing and implementing their HRH strategic plan in human resource planning, management and development. This position demanded that the Ministry is professionally advised on HR issues so as to deliver quality health services to all Zambians. The main project is the implementation of the 5 Year HRH Strategic Plan, the Zambia Health Workers Retention Scheme (ZHWRS) and Performance management system. The Ministry has over 25000 staff and this job demands that these staff are equitably distributed and effectively managed by the different levels of the health delivery system. The position also demanded building capacity of Districts, Provinces and the MOH HQ. A number of HRH tools and guidelines were developed that included the retention scheme guidelines, HIV/AIDS HRH planning guidelines, HRH costing and projections tools. Membership to the Human Resources Technical Working Group (HRTWG) and key advisor to the HR Director at the Ministry of Health.Restructuring of the Ministry of Health ZambiaActively participated in the merger of the MOH and the Central Board of Health. Provided HR technical leadership in the Institutional Evaluation and the Restructuring process of the MOH. The main deliverables of the process included: Institutional Evaluation Report, The MOH Institutional Strategic Plan, New MOH Establishment Report, New Job Descriptions, Person to Post Matching Report and Recruitment Report.Appointed to the AFRO - World Health Organization Panel of Experts in Human Resources for Health - May 2008 - Currently assisting working on a panel to assist African countries complete their HRH profiles i.e. Rwanda, Swaziland, Gambia, Malawi and Ghana.One of the lead Authors of the Global Fund Round 8 proposal for Zambia - April - June 2008One of the lead Authors of the Global Fund Round 4 proposal for Zambia - 2004
