Created a RMIS data system using Visual Basic which was in use by LGIT from 2001 to 2010 when it was replaced by a larger commercial system.Applied actuarial techniques (including link ratios, Bornhuetter-Ferguson, and closed claim costs) for internal loss development for budgeting purposes for MTA and LGIT. Developed underwriting packages for submission to foreign and domestic excess property and casualty insurers for MTA and LGIT. Developed loss control strategies based on statistical analyses of loss data for MTA and LGIT.Developed cost/benefit and cash flow analyses of various loss control and risk financing options in order to identify the most effective treatments and to elicit the support of upper management for MTA and LGIT.Applied JavaScript and Ajax to map property exposures through the Google Maps API.

Addressed the Maryland Workers Compensation Educational Association 1987 convention in Ocean City, MD. Produced a bi weekly staff newsletter covering client instructions, case law, and technical information for MTA claim staff. Developed clerical and technical procedures for a start up claims operation for the MTA and for an underwriting/rating system for LGIT as well as corresponding manuals and user training. Developed and implemented loss sensitive allocation systems for liability and workers' compensation costs for the MTA. Developed and implemented an early return-to-work program for the MTA. Developed and implemented a complete RMIS using SQL queries and Visual Basic including liability, workers' compensation, and first party claim systems, an escrow management system, and a return-to-work management system for the MTA. Most of these systems were in use for 10 years. Implemented and administered a Rolling Owner Controlled Insurance Program for the MTA. Developed "boilerplate" contractual risk transfer contract language for real estate, construction, and other departments of the MTA. Initiated an engineering study of the Light Rail traffic interface to reduce collision accidents for the MTA. Participated in the NTSB investigation of the 1996 Silver Spring collision of the Amtrak and MTA /MARC Trains as part of the Human Factors team. Developed loss control policies in association with engineering, operations, and safety personnel (including drug and alcohol policies and construction safety manuals) for MTA. Participated in contract negotiations for MTA with various operating railroads and other entities, public and private. Developed loss control strategies based on statistical analyses of loss data for MTA and LGIT. Developed cost/benefit and cash flow analyses of various loss control and risk financing options in order to identify the most effective treatments and to elicit the support of upper management for MTA
