As General Counsel, I am the director of the legal department. My team is responsible for the programs of risk management, contracts, prosecution of administrative cases, ethical compliance, HIPAA privacy, public records, and records retention. I am Board Counsel to the District Board of Health, as well as the Advisory Board and Community Health Center Governing Board, and related committees. With over 800 employees, the District serves the 2.2 million residents and 40 million annual visitors in various ways, including primary health care services with an FQHC, family planning, tuberculosis treatment, refugee services, sexual health, Ryan White, immunizations, and a pharmacy. The District regulates the environment by permitting more than 22,000 restaurant permits, over 4,800 public pools, almost 500 tattoo studios, and more. Our disease surveillance and control program usually monitors and investigates STI, tuberculosis, and legionella, but was key to investigating COVID-19, setting up testing, and providing the data that helped our health care teams set up vaccination locations. The District also is the deputy for the state in vital records, permits EMTs, paramedics, and the trauma system. Public health works behind the scene to ensure the community is served and my team ensures we did it in accordance with federal, state, and local laws.

The Southern Nevada Health District is one of the largest local public health agencies in the nation. Prosecute illegal dumping cases and failure to comply with administrative orders on behalf of the Solid Waste Management Authority. Prosecute permit revocations, such as restaurant and day care permits. Seek and obtain orders for isolation or quarantine of individuals. Manage the public and medical records request programs. Respond and represent staff in discovery subpoenas and depositions. Review and write regulations, policies, and plans. Advise leadership and staff on a variety of legal matters.
