Managed a multi million budget which included Medicare, Medical Assistance (Medicaid), Elderly Waiver, Private Pay and HUD programming.• Oversaw the start-up of 6 new Independent and Assisted Living communities in multiple states and markets. Led the planning and development of the new business lines, services, clinical functions and budgets. • Launched and sponsored an enterprise-wide Quality and LEAN initiative across 70 locations resulting in a 20% improvement in core quality metrics by the Minnesota Department of Health and the awarding of the Lean Payment for Performance Incentive Plan from the Minnesota Department of Human Services totaling $2.8M in three years.• Restructured and repositioned Ecumen’s Home Health Care business for substantial growth. Refocused business lines and strategized and implemented new organizational structure and talent acquisition and total rewards programs.• Led and facilitated the Leadership Innovation team that included planning and launching new business ideas and business lines that resulted in the award winning Awakenings Program, the Lean for Quality Initiative and the International Partnership Program.

Led the operations of the 5 State Operated Veterans Homes with an annual budget of $120M in revenue and state appropriations, $400K in capital bonding while meeting or exceeding state and federal regulations.• Led the turnaround of the Minneapolis Veterans Home through refocusing strategic direction, restructuring the Leadership Team, Nursing Department and the implementation of critical clinical and support systems, resulting in meeting or exceeding state and federal regulatory compliance across the MDH, USDVA and the USDOJ, CRIPA.• Led and Secured $190M in State and Federal funding for the remodeling and new development of 4 historic preservation buildings and 4 state-of-the-art person centered care and homelike environment projects. • Testified before the Minnesota State Legislature (Senate and House) on various issues and requests relating to Veterans Homes’ budgets, physical plants and capitol bonding needs resulting in optimum visibility and funding. • Led the development of a new Quality Improvement program for the Agency focusing on national best practices and benchmarking metrics. Chaired the newly developed Agency wide Quality Council, resulting in the development of the Minnesota Department of Veterans Affairs 2008 – 2013 Strategic Plan.• Introduced a streamlined budgeting process for the Agency, resulting in the ability to track expenditures, reimbursements/revenue and historical cost of care used to provide critical updates to the State Legislature.
