      Mr. Taylor was assigned as a Project Manager in support of the BMC Remedy Action Request System (ARS) upgrade from version 7.6 to 8.1. The BMC Remedy Action Request System (ARS), BMC Remedy ARS applications including Information Technology (IT) Service Management (ITSM), custom applications running on ARS, and Dashboard and Data Analytics – together known as "Remedy" – is the primary application for tracking IT-related requests for the Centers for Medicare & Medicaid Services (CMS). Mr. Taylor was also assigned as a Project Manager in support of Section 1311 of the Affordable Care Act (ACA) that requires each state establish a Small Business Health Options Program (SHOP) as part of its Affordable Insurance Exchange.       I was brought on as a PM to document the implementation of a Reference File Table request process, which supports the Centers for Medicare & Medicaid Services (CMS) Integrated Data Repository (IDR), an enterprise level data warehouse, to integrate Medicare and Medicaid data such that CMS and its partners may access data from a single source. This process will aid and support the end users of the system to address their reporting and analytic needs, and enable the IDR end user to have access to Reference tables with definitions for the values in each table.The IDR provides a multi-centric view of the data encompassing claims, beneficiary, provider, plan, and clinical perspectives. Because of this my role was expanded to also document standard operating procedures on how to request various types of data from the IDR. Keep in mind the IDR contains highly detailed data with billions of claims and millions of beneficiaries with enhanced data integration, increased security and privacy and strengthened query and analytic capability by building a unified data repository for reporting and analytics. The SOPs covered Freedom of Information Act (FOIA) Data Requests, Medicaid Statistical Information Statistics (MSIS) Loads and Change Requests, Enterprise Electronic Change Information Management Portal (ECHIMP), Data Extract System (DESY), etc.

This COTS application afforded the agency the opportunity for the first time to receive feedback on application performance before the end-user was impacted. This was a half-million dollar project, which I had total responsibility for that was implemented with many resources unfamiliar with the CA product, and yet delivered successfully.• Led a virtualization effort on the Solaris platform at CMS in their quest to upgrade their datacenter to a greener environment. This effort resulted in cost savings of over 5 million dollars due to resources that were freed for use on other projects, and was a major contributor to winning a re-compete contract for Lockheed Martin worth over 500 million dollars. This was a critical project that had been floundering, and was turned around to a successful conclusion under my direction.
