    Hayward is a Charter City governed under the Council-Manager form of government. Therefore, as City Manager, I functioned as the CEO of a multi-million dollar corporation reporting to a "board of directors", which is the Mayor and City Council. The Mayor and City Council set priorities for the organization, based on input from the community, and establish policies and positions to guide our operations. As CEO/CM, it was my job to manage resources, hold the organization accountable for meeting the expectations of the Mayor and Council, and report regularly to the Council on progress. All directors of City departments report to the CEO/CM, with the exception of the City Attorney and the City Clerk, who are also appointed by and report directly to the Mayor and City Council. As CEO/CM, it was my responsibility to manage all aspects of the daily operations of the organization while reporting to Council and being accountable to them.
