    Under the functional direction of the Kuwait DGCA, with administrative contractual aspects managed by ICAO TCB, perform the following tasks, achieving such results as: - Defines Kuwait International Airport short- and medium-term operations objectives- Prepares the plans required to reach defined objectives;- Initiates and monitors the preparation of decision-making tools (dashboards, performance indicators, reports, diagnoses, …)- Assess airport management structure and airport personnel qualifications and capabilities as well as any available by laws, regulations and procedures on airport operations and management.- Assess available ground operation equipment, passenger terminal facilities, aviation security and other controls. - Review previous ICAO fact‐finding mission reports and/or the findings and recommendations of the DGCA.- In light of the assessments, reviews and discussions with airport and national airline officials, prepare: proposals for upgrading the airport management structure and introduction of essential regulations and procedures as well as improvement of security procedures; human resources requirements for airport management and operations and proposals for the training of existing or new personnel; a detailed list of equipment required for ground handling of aircraft, passengers and air freight at the airport; proposals for any other improvements related to airport operations and management.- Provide on‐the‐job training to the designated personnel.- Assist the airport operator in the preparation and implementation of aerodrome procedures, safety management system, emergency plan and airport quality system as well as in the development and finalization of related manuals and documents to meet ICAO and national requirements.
