Presented position management and classification findings, analysis and recommendations to position classification peer-review panels. Provided advisory services to NASA HR staff regarding explanation and elaboration of position management and classification criteria, guidance, policy, practices and strategies. Proposed position management and classification strategies and solutions to management officials and representatives relative to unprecedented organizational classifications. For example, conducted a study that addressed and corrected grade levels (to GS-14) for administrative manager work at both the oversight-level and “in-house” projects-level. Examples follow: (a) Served as lead specialist for the Army-wide Personnel Transformation (PT) program/project. Developed detailed project plans, tasks, milestones dates and schedules for the Assistant G-1 (AG-1) for Civilian Personnel Policy (CPP). Chaired meetings with CPP leaders and other stakeholders to: further develop the CPP details for incorporation into PT, include the various aspects of the National Security Personnel System (NSPS), ensure appropriate interests are represented, include the various functional requirements, and apply the tenets of best business practices for project planning and execution. Effectively communicated with staff officers, members and other individuals responsible for various aspects of PT to ensure PT directions and schedules are accomplished in a timely manner. (b) Served as lead project manager for the Army Civilian Human Resources Functional Review/Functional Area Assessment. Developed the unprecedented methodology, project plan, schedules, milestones, and overall project requirements and direction. Provided regular and recurring briefings to the AG-1 for CPP on project status and significant project developments. Used managerial, program analysis and management information systems to manage, communicate, integrate, and synchronize the project elements with a wide variety of managerial and staff stakeholders. (c) Served as lead staff officer responsible for managing the Strategic Army Workforce (SAW) compensation system and strategic communication development. Managed the compensation development work efforts of contracted compensation experts as well as staff members. Chaired meetings to develop detailed project plans and compensation models best suited for the SAW. Performed program analysis for overall SAW project to include sequencing of events and tracking of processes and budgets throughout the life cycle of the project.

Advised on organization structures, classification changes, position/employee impact and related actions to assure regulatory compliance prior to implementing new structures. Anticipated problems that evolve from the complex and dynamic nature of organizations served and provided innovative solutions that accommodate managers’ needs without compromising fundamental personnel management principles.
