      Children constitute around half of Palestinian society and the child mortality rate is relatively low. Between 1990 and 2014, the maternal mortality ratio (MMR) dropped from 96 to 47 per 100,000 live births; the infant mortality rate (IMR) declined from 34.8 to 18.6 per 1,000 live births; the under-5 mortality rate (U5MR) reduced from 43.4 to 21.8 per 1,000 live births and the neonatal mortality declined only from 20 to 11 per thousand live births .Nevertheless, some of the mortality, disability and morbidity cases were due to preventable causes and lack of integrated approach to children health and development issues. This result in the long term in lasting developmental problems affecting the future of children in many areas including the cognitive, the emotional and physical delays.Despite the fact that Palestine has initiated an Early childhood development programme since 2010 with the Ministry of education the programme has not gone far regarding the integration of other development aspects including on health aspects, protection problems. UNICEF with MoH have committed in 2014 to considering ECD ECI as the cornerstone for their new programme 2015-2017. A preliminary assessment including a study on disabilities, awareness raising sessions within partners and various departments in the Ministry of health have been conducted. It is now widely agreed that the programme needs to move forward by developing tools, building the capacity of all staff involved in the approach and ensure that an integrated approach is effectively adopted. This will include MoSA, MoE HE, UNRWA and other relevant sectors and civil society. They should be fully involved and equipped with the tools and the competencies required by an effective comprehensive implementation of the ECD. This programme is being developed to ensure an effective implementation of integrated ECD in Palestine in line with national priorities to promote the early detection of developmental delays and disabilities.
