      I developed a close relationship with Howard R. Hughes and the circle of those who closely surrounded him. When I first started we were a company of a little over 10,000 employees, when I ended near 30 years later we were approaching 100,000 employees and the largest contractor of Electronics to the Pentagon in 1990. I rapidly advanced from Systems Engineering/Specifications Writer in 1958 to a Group Head of Business Administration to a Section Head Business Management then to a Department Manager.within the Space Systems Division while continuing Special Assignments throughout the company.

      A planned two day trip to defend the contractual elements of the ATS Program resulted in a two week contract renegotiation. I was elevated to being responsible for the financial and business portions of all Space Exploration Vehicles and Communication Satellite Programs including Engineering, Manufacturing, and Testing within the Space Systems Division Engineering Laboratories. And the creation of a Special Task Force responsible for problem solving withing the Hughes Space and Communications, Hughes Electronics, and the Hughes Aircraft Company with Carte Balanche arrangements within the entire Hughes Aircraft Company Expanding and lasting the better part of 20 years.

      Placed in a geosynchronous orbit, 22,300 miles from earth, the Applications Technology Satellite (ATS) Program (NASA) was the first major satellite program by Hughes Aircraft Company following the introduction of the Syncom Communication satellites. Each of six ATS spacecraft carried a variety of communications, meteorology, and scientific experiments, in addition to providing a platform for evaluating three different kinds of spacecraft stabilization platforms. During its 18-year lifetime, ATS-1 examined spin stabilization techniques, investigated the geostationary environment, and performed several communications experiments. Its VHF experiment tested the ability to act as a link between ground stations and aircraft, demonstrated collection of meteorological data from remote terminals, and evaluated the feasibility of using VHF signals for navigation. It also transmitted educational programs and provided health, research, and community services to the United States and several Pacific locations, including the Cook, Mariana, Marshall and Caroline islands, as well as West and American Samoa, Melanesia, New Zealand and Australia. The mission also provided the first full-Earth cloud cover images.Originally structured as a fixed price contract it soon presented an impossible Engineering task to achieve. One design concept with a passive thermal control and the other, an active thermal control vehicle with two different forms of stabilization. Also the concept of how many experiments could be designed keeping the same mounting arrangement considering space, layout and loads criteria . Hughes nearly lost the contract. A costly error requiring a contract renegotiation at best. I was brought in a few months prior to the disclosure of a major cost overrun and missed schedule milestones. I was tasked to put it back together financially and help to contractually correct an embarrassing moment for Hughes in its introduction to being a recognized Aerospace Contractor.
