Formulated and developed the USDA Data Architecture Program expressed in the USDA Enterprise Architecture (EA) Program Plan. Chaired the USDA Data Architecture Subcommittee of the EA Working Group (EAWG). Member of the USDA Open Government Team developing the Transparency response establishing a USDA Data Stewardship WG. Chaired the USDA DSWG. Developed the Data Governance Charter and Data Governance Process and Procedure Guide for a multi-agency streamlining initiative as a pilot for implementation of the National Information Exchange Model (NIEM). Developed framework documentation set, including the USDA EA Value Measurement Report(s), USDA EA Configuration Management Plan (CMP), EA Process Guide (Initial versions), and DAS and DSWG Charters.
