Played prominent role in dramatically restructuring the asset allocation of a $26 billion public pension plan using derivatives. Developed and implemented numerous institutional-quality governance, operational and investment reporting policies, procedures and controls for a newly created state agency. Performed all cash management functions. Created many financial, investment and risk reports for portfolio management and public distribution. Forecast agency and investment management expenses by target asset allocation to prepare and justify requested annual budgets. Wrote the agency's first two annual reports including investment commentary and management's discussion and analysis of results.
