Donald directs all aspects of delivering and managing information technology (IT), applications, office automation, web development, Geographic Information Systems (GIS), telecommunications and network services to all Assembly employees in Albany, New York City and 162 remote offices.Donald is responsible for all IT, networking and telecommunications planning, procurement, support and management. He also develops and manages budgets for IT, telecommunications, network services and office automation.Donald's recent projects include the design, development and deployment of a tablet driven paperless Assembly Chamber Legislative Information System. Since real time bill data and legislative information is Constitutionally required to be available 7x24x365, a fully redundant wired and wireless network and redundant real-time servers and database was designed and implemented. Additional projects completed by Donald and his team over the past 12 months included (1) the design and installation of a statewide Multi-Protocol Label Switching (MPLS) network, including the deployment of a 3500 instrument Voice over Internet Protocol (VoIP) telephony system in Albany, New York City and 162 remote offices throughout the State of New York and (2) the design and installation of an integrated sound, video and voting system in the New York State Assembly Chamber. Current projects include the re-design and migration of all IBM DB2 legacy mainframe application to C/CGI Web programs running in Linux. Finally, as a result of Covid19, Donald and staff designed and implemented a virtual Public Hearing, Committee Meeting and Assembly Session environment. This virtual environment allows members and staff to attend legislative activities either in person or virtual, with individual attendance integrated, votes taken and events broadcasted via the Internet and on live TV. The New York State Assembly was one of the first Legislatures to create such an environment .

Donald was responsible for overseeing the design, development, implementation and support of administrative, legislative and WEB applications, GIS systems, PC systems, Chamber automation, high speed data networks, telecommunications systems, and office automation software.
