Responsible for the planning and execution of the Corps of Engineers' Civil Works and Military real estate programs in five southwestern states. Also responsible for strategic planning, Division budget formulation and management, and personnel management for the Program Support Division comprised of staff professionals in the fields of real estate, facility planning, engineering, and regulatory (Sec. 404, Clean Water Act). I have been a recognized expert in real estate principles and practices and taught modules on appraisal, surveying and mapping, relocations, public lands acquisitions, and organizing public meetings, for the U.S. Army Corps of Engineers’ national Real Estate Acquisition course. Awarded the Department of the Army Superior Civilian Service Award.

Responsible for managing a staff of over 50 real estate specialists, appraisers, surveyors and natural resource specialists in the planning and execution of the Department of the Navy's real property acquisition, management and disposal program in eleven western states. Served as the Real Estate Contracting Officer on several unusual real estate transactions, including land exchanges and public/private housing ventures, and was responsible for the interim leasing and ultimate disposal of 11,000 acres of base closure property in the San Francisco Bay Area. In the latter capacity I had frequent contact with local elected officials, Members of Congress, executive leaders in the Department of Defense, various boards and commissions, the Office of the Governor, State regulatory agencies, the press, and the White House Council of Economic Advisors.

• Served ten years as a Staff Appraiser, and later as the Chief Appraiser, for the Western Division, Naval Facilities Engineering Command, preparing detailed narrative appraisals of various types of property and estates throughout the western United States. I applied, as necessary, the Market, Income, and Cost approaches to value, and discounted cash flow modeling, to estimate value. I also prepared scopes of work for contract appraisals and reviewed contract submittals to ensure compliance with terms of the contract and compliance with professional appraisal standards and practices. I also served as an expert witness on valuation matters in eminent domain cases.

Infantry Officer

Served as an infantry officer with the 5th Special Forces Group (Abn) in the Republic of Vietnam where I led combat operations and was awarded the Purple Heart for wounds suffered in action, the Air Medal, Vietnamese Gallantry Cross, and the Presidential Unit Citation. Badges awarded included the Combat Infantryman's Badge, parachutist badge, Vietnamese jump wings and the Jungle Expert Badge. Courses and schools included Infantry Officer Candidate School, parachutist school, jumpmaster course, Special Forces Officer's Course, Jungle Warfare School, Northern Warfare School and Recondo School.
