This involved Contractors from Sweden, Philippines, England, China, and the Nederland's. There were approximately 3500 workers on site working 7/12 hour days.

    At this time I received a major transition from Process Control Responsibilities to the Project Management. This department includes Facilities Engineering and Project Management of Major Projects.My initial responsibilities were as Unit Engineer on an Air Separation Plant, The dry end of the Polymers Unit, and the Ethylene Cracking unit. I was responsible to the Engineering Manager for the performance of the Engineering Contractors on these unit. The Air Separation Unit was designed and fabricated under license and Contract by Air Products in Wimbledon, England. The Polymers unit was designed by the Bechtel in Houston and fabricated by a Module builder in Italy, and the Ethylene cracking unit was designed by Bechtel using Lummis technology in Houston.

He subsequently requested that I be assigned to Mobil Sekiyu for the Chiba, Japan Refinery DCS upgrade The project was scoped, scheduled, estimated and approved while I was assigned. The Project was executed by the Japanese staff with my Consultation.

This project again was converting an Analog Instrument System to Digital MIS and Control. This project was completed on Schedule within Budget. The Project Director was transferred to Mobil Sekiu as the project was completed and requested that I be sent to Tokyo, Japan to Scope, Schedule, and Estimate a similar up grade in the Mobil Chiba Refinery.

This device was used successfully in the implementation of Process control on Crude Unit B, PTR 3 UNIT, Hydrogen Unit, and Hydrocracker Unit.

    Instrument Engineer Beaumont Refinery (1968)I was assigned to the Beaumont Modernization Task Force, provided instrumentation design, system analysis and computer implementation. This was a specific assignment to a refinery Modernization including five grass roots refining units. Specifically the units were 1) Crude unit, 2) Hydrocracker unit, 3) Hydrogen generation unit, 4) Platinum Reformer and 5) Fluid Catalytic Cracker. It worked out that the Hydrocracker operation was unstable and I was going to night school for my Masters Degree In Control Systems, it became convent for me to write my Thesis on control of the Hydrocracker control. The result is a controls design that is still in use.
