      Managed and led an 8-county public health jurisdiction covering the southwest quadrant of the state of New Mexico bordering Texas, Arizona, and Chihuahua. Grew the staff resources from 30 employees to more than 200, implemented a health promotion team and Community Health Improvement Processes, expanded the WIC nutrition program to become the largest in NM serving colonia and other communities via mobile clinics, tripled the number of facilities from which the District served the public, lobbied for and created the NM Border Health Office in Las Cruces (first Border Health Office in a border county), represented NM on the US-Mexico Border Health Association and was the first US-Mexico local health official liaison group representative, connected NM to national public health associations such as ASTHO and NACCHO and served as the state local public health liaison. Additional programs included infectious and chronic disease, Children's Medical Services, Epidemiology, MCH, family planning and HIV and sexually transmitted disease.
